As part of our On-Call contract, Rubeling & Associates, in joint venture with JMT, provided an analysis of the building condition, programmatic needs, and code compliance upgrades for this 202,420sf building. All disciplines – mechanical, electrical, plumbing, structural, civil, architectural, and interior design – dissected the structure’s existing condition to determine what is there now and whether the MVA operation should stay, renovate, or build new. Included in the study were six divisions, 800 personnel, small agencies for Police and Fire operations, and public spaces such as cafeteria. End users were interviewed, programming and building “resumes” completed, and cost benefits analyzed in a collective report for this congested, over-utilized facility.
